BDS Engineering, Inc. (formerly Bement-Dainwood-Sturgeon) was retained to provide a topographic survey and prepare improvement plans, specifications, cost estimates and construction support services which included the following:

• Horizontal control for the Training Complex consisting of 32 buildings.
• Approximately 3 miles of concrete streets (designed for tank loads).
• Curb, gutter and sidewalks.
• Storm drainage of over 2,200 feet of pipes and associated catch basins.
• Improvement and erosion control of Las Pulgas Creek (Total drainage basin is over 3,800 acres).
